I would guess that is the barrel? It's visible on Street View back to 2019, but not in the 2018 view.

I did find another house with a similar blue barrel down the street a bit too, I suppose they are not that uncommon.

The house next door seemed to be in a bad way even by that neighborhood's standards, and in the most recent street view, is a literal pile of rubble. Not sure that any of that is related though. Just a lot going on...

A picture of the clothes might help to date it. It's not too uncommon to see folks in Tech, State, or A&M stuff down here, although Spurs/Cowboys are way more popular.
Yeah, that would help. Who knows how long they were in the barrel and where the barrel originated from. Strange story.
