I'm not finding any articles. I do wonder though - he was last seen in Waco but Lubbock is contact on his case. It's 350 miles from Waco to Lubbock. Maybe Waco wouldn't take the case for some reason (?).

Possibly. Maybe Waco wouldn't take it, or did take it in 87 and round-filed it for some reason, or maybe he was living in Lubbock at the time of disappearance but last seen in Waco, or person who reported lived in Lubbock and LE took as a courtesy. A lot of possibilities. Hopefully Waco is keeping an eye on it.
