Garland Police are searching for a missing person, 66-year-old Hoi Cer. She was last heard by a family member at 4:00 am this morning inside their residence in the 1000 block of Forest Ridge Drive. She left the residence on foot and does not drive.

Hoi Cer is described as an Asian female, 4’6” to 4’8”, 120-130 pounds, has short red and white hair, and brown eyes. She was last seen wearing black pants and a red sweater with roses.

Hoi Cer only speaks Chin, and may not be able to communicate her need for assistance.

If anyone knows the whereabouts of Hoi Cer or has seen her in the area, they are asked to call the Garland Police Department at 972-485-4840.

Police said that Cer only speaks Chin, a language spoken in Bangladesh, India and Myanmar.

It seems like this lady is Burmese then.

I'm wondering how long this lady has lived in the U.S.? Did she come as a young girl - or has she recently arrived?

It's unusual not to speak some English, most Burmese I've met both in Burma and other countries have always spoken good English, even the older folk, with it being an ex-British colony.

I wonder if she has led a protected or sheltered life? If so, this may not help her missing situation, if someone has always made decisions on her behalf.

I presume she was living with her immediate family, but are there many other Burmese people living in Garland, TX?
