- Distinguishing Marks/Features: Wears eyeglasses. Scars on leg, right finger, and arm. Tattoos on right shoulder and on both arms, including a tattoo of a brown owl and a tattoo that reads "Born in the USA" or "Born to be Free", possibly in red and blue letters.
- Clothing & Personal Items: Bifocal eyeglasses with rectangular black wire frames. Orange T-shirt with gray stripes. Gray or blue baggy shorts. Athletic shoes.

- Other: Medical - He is asthmatic and is required to take daily medication to regulate his condition. He suffers from depression and has a history of alcoholism and drug abuse. He has mental issues and experiences lapses in memory. He is classified as disabled.
Scott was last seen walking down his street in Jacksonville, Texas on November 3, 2001. He resided in the Plantation Estates community near the 400 block of Fireleaf Street, off of Highway 79 and Myrtle Drive. He has never been heard from again. He was reported missing after he failed to show up for his first day at a new job.
His sister reported that he had been assaulted by one of his neighbors on two occasions prior to his disappearance. She claims someone once pushed Scott's truck into the river while he was inside of it. This alleged incident was not reported to police. Authorities questioned three possible suspects in Scott's case, but there have not been any arrests due to a lack of evidence.
Scott is asthmatic and is required to take daily medication, but it is unknown if he had it with him. He has a history of alcoholism and drug abuse, and was a victim of child abuse which has caused him mental problems and lapses in memory.
Extensive searches conducted provided no clues as to his whereabouts. Foul play is suspected in Scott's disappearance.
