Circumstances of Disappearance:
Downey went missing from San Antonio, Texas on November 19, 1992. He was last seen at his residence collecting his overnight bag for an appointment at the Audie Murphy Veterans Affairs Hospital. A friend was supposed to drop him off at the hospital at 9:00 PM. His wife reported she was in another room when he left for the appointment and that he planned to go fishing after his overnight stay. He failed to arrive at the appointment and has never been heard from again. Few details are available regarding Downey's disappearance and his whereabouts remain unknown. Foul play is possible in his case.
