While many kits sat untested over the years, some family members have hounded detectives, even paying for forensic testing themselves. Tom Chivers spent thousands on private investigators and DNA testing to try to figure out who killed his daughter, 22-year-old Terrina Jade Chivers.
Jade Chivers was found stabbed to death in August 1989 in her northwest Dallas apartment. Her death is still unsolved and remains on the list.
