Armed officers responded to reports of a shooting in Bexhill Road, St Leonards, at 19:43 GMT on Friday.
Sussex Police said two women, aged 32 and 53, were killed. Two more women - one of whom was pregnant - were taken to hospital suffering from shock.
Two hours later, a 35-year-old man was arrested on suspicion of murder and a firearm was seized.

The female victims have now been named locally as Heather Whitbread, 53, and her daughter Michelle, 32, with Heather's heavily pregnant daughter, Raven, 24, being taken from the home in shock after the gunning attack.

Sources close to the investigation told Sun Online the pregnant woman's ex-partner shot her and her new lover.

Craig Savage, 35, of no fixed address, charged. The gun was stolen the same day.
