Use of Shock Belts on people??? Opinions Please

If this subject belongs somewhere else, please move.

Yesterday, while keeping up on Elizabeth Johnson's court motions I noticed one referenceing a shock belt. This blew me away! I'm no fan of EJ but had no idea this was going on in the USA.

Wow, what do WSers think?

Doing a cursory scan through google, found this 11 yr old article to give a little more info.

But this was 11 yrs ago and in California.

That is classic cruel and unusual punishment. totally unconstitutional.

Is this something used a lot for none violent prisoners too?

They shock people in court? In the open? Talk about justice -_- No it is NOT okay and I am totally AGAINST. Something to remember:
