I might be totally wrong since I haven't been there in awhile, but I want to say it was a different color band based on what day of the week you were there.
I've been in the last few years, I'm pretty sure it's time based. They use it to determine when people have to get off the floor after their hour is up. So the only helpful information for PD I think would be design.

I'm personally betting he or his family was from within the "Loop" of Richmond, between Interstate 295 and Route 288, given Jumpology/Defy Air Sports' location. I live about 2 miles away from it, and it sits near a frankly, abandoned mall and some standard stores like Target and such. Here's an image of it on Google Maps: خرائط ‪Google‬‏‏

The area it's in though is at least a mile from 295 and 95, with plenty of traffic lights in between, so it's not necessarily an area where someone going through the area would stop specifically for. Richmond is a pretty common "pit stop" town too, since going further on 95 will take you further south and going east on 64 will take you to Virginia Beach. I'm really betting that he or some extended family is native to that area.

The Federal Bureau of Investigation’s Richmond branch is looking for the public’s help solving three unsolved cases.

The last unsolved case is unidentified human remains found in Highland Springs on Jan. 28, 2014. The remains are believed to be a white or Latino male. The man was small in stature, the FBI believes he was 5-foot-3 at the most.

The remains were located near a vacant apartment. Some of the bones were found within layers of black trash bags underneath a futon mattress and fleece blanket. The victim’s skull was found separate.

Bumping up. With all of the rule-outs, it seems LE has really tried to identify him.

Do we all think he's probably a homicide victim, since some of the remains were found within plastic bags? Or could be something like an accidental overdose, and someone didn't want to get in trouble so hid him under the mattress? Opinion/ speculation only.

It's interesting he doesn't seem to have been reported missing from Virginia. So who could this young man be?

If anyone has time, we could each choose some nearby states and use the PMI, height, reconstruction, etc. to narrow down possibilities. Tag me if you want to do this.

Based on his clothing he was in the general area before his death. The “Jumpology” bracelet only comes from a local trampoline park in Glen Allen, which is a little northwest of where he was found. I think that place has rebranded a few times now

Virginia has been doing that with a lot of their cases for some reason, some had over 1000 exclusions with the list suddenly wiped one day
