strange ... I wonder why they won't reveal the case details or his face in the picture cause it seems they blurred that out???

In the video, the officer says that they won't release any further information so that they can test the credibility of the information they receive. It's a very good image, so the police really don't need to say anything more. Either one recognizes this person, or they don't.
 
This seems to be Richmond Virginia, not Richmond BC (as the thread title is suggesting). I’m in BC and clicked on this thinking it was local-ish but the drawly dude in the video with US flags behind him would suggest otherwise.

Guessing the hope is that someone recognizes the 1970s/80s era bicycle. Rider does not appear to be Caucasian, looking at the hands.

Richmond police need help identifying man on bicycle to solve a cold case

Obvious question -- is it a vintage bike or a 30 year old case?

Side-eyeing the vehicle in the photo. 80s?

They are referring to him as a man.

I'd sure love to know what's in the backpack.

I noticed the old bike right away but somehow didn’t even remotely consider this might be a pretty old case haha

I’m pretty good with identifying and dating vehicles, I have absolutely no idea what that is but I’d guess it’s from the mid 90s.
 
Lol. It always cracks me up when they say that someone could help solve a crime, when they really mean that the person is the suspect in a crime. I guess that leaves open the possibility that this person will contact law enforcement themselves, but that's not going to happen.
 
I think the silver truck is a Ford F-150 from the early 2000s.

As far as the bike goes, it is a traditional Raleigh style road bike, but it looks if it was new and shiny at the time the image was made. The color suggests that it was new, in a vintage style.

Their face isn't blurred out. They're wearing a hat, dark glasses, and some kind of cover over their face.

I realize this is most likely a man, but it may not be.

I wondered if it was a mask but they didn't mention a mask in the description.

Indeed it is. And even with the face masked, I believe anyone who knows this person would recognize him. I think that cyclists might also remember seeing this person around. Apart from the black face cover, I would guess that he stands out a fair bit with the dress pants instead of cycling gear, and a bike that has a mud guard.
