Police believe a woman found yesterday at a waste water treatment plant near the James River was the victim of a homicide during the past several weeks.

The body, described as that of a black female, 20 to 30 years old, was discovered yesterday afternoon in a settling basin at the treatment plant by a city employee, police said. The plant is located at 1400 Brander St.

According to police, the woman had suffered a skull fracture. It was not determined as of last night where, or how, the assault took place.
