This is from Family Search. I'm still not sure this is "our" Gary Wallace. The spelling is different.
This death notice feels like this young man was found diseased, they didn't have his ID and such (no date of birth, only an estimation), they knew his name but only phonetic/by hearing it or from a list of employees doing undeclared work and the name was misspelled or written up phonetically?
Another weird thought: could Wallace be also a surname? Wallace fathers surname, Gutierrez mother's surname?
An older example of a Colorado drivers license. There is an address and a DOB. I think LE has this information as their must have been some kind of registration.
