I am wondering how she came to be in Washington. At https://charleyross.wordpress.com/2012/01/27/mp-news-of-the-past-week/ there is a comment from her ex-husband Gayle Broussard. In Ancestry there is a divorce record from 1973 of June L and Gayle D Broussard in Bell, Texas, and her ex-husband goes on living in Texas as there are subsequent records of him marrying and divorcing in Texas. So I am guessing that she was either from Texas (I cannot find records of birth) or lived there when married.
 
Wehner spent five months in 2016 digging up files, reviewing case notes and interviewing people about the 1978 disappearance of June Howard.

The 26-year-old mother of three had been gone 11 days when her husband, Steve Howard, reported to police that his wife went to the store and never came back.

And while her body was never found, Wehner concluded, and Benton County prosecutors agreed, that her husband killed her. But there will be no trial because Steve Howard died 19 years ago.

“They have done a thorough, fantastic job,” said a grateful Gayle Broussard, June Howard’s first husband and a retired law enforcement officer. “This is the best news I’ve had in this case for a long time.”

Doug Fearing, the initial lead detective on the case, said Wehner’s “amazing work” on it was both relieving and satisfying and verified what he already knew.

“You have to go beyond that a little ways and look at the dedication that Chief Hohenberg has to the citizens of this community and to that department, because he’s the one who created that position that Al’s filling right now. It is his dedication that brought all this about,” said Fearing, who’s now retired.

Where is June Howard?? Missing 40 years, Kennewick Police Department is NOT giving up.

Posted below is a really good article that shows how dedicated not only the original Detective Doug Fearing was touched by this investigation then and now Former Richland
police Capt. Al Wehner and Kennewick Police Chief Ken Hohenberg who look over cold cases. Wehner has been working with Kennewick police since 2015 to review the department’s cold cases.

"MISSING MOM HAUNTED DETECTIVE
Fearing is grateful the police department doggedly pursued the old case.

Fearing credits Wehner, a retired Richland police captain, who started working with Kennewick in April 2015 and spent five months in 2016 focused on June Howard’s case.

Fearing was forced to medically retire in 1983, but maintained contact with June’s family and even held onto a personal file with his own notes on the case.

He said it was one of two cases that has haunted him all these years."

June Howard was a 27 year old wife and mother when she disappeared from her Kennewick home. Her husband, Steve Howard, told police that his wife went to the store and did not return home. Howard reported his wife missing 11 days after her disappearance. June Howard has not been seen or heard from since the date of her disappearance.

In 2015, then KPD Chief Ken Hohenberg hired retired Richland Police Captain Al Wehner to look over the department's cold cases. June Howard's case was one Wehner took a fresh look at. After additional investigation, Wehner submitted evidence to then Benton County Prosecutor Andy Miller for review pointing to Steve Howard murdering his wife.

Miller reviewed the submission and, based upon what was presented, concluded that it was likely that June Howard was murdered by her husband, effectively closing the case in February of 2017. Steve Howard would not see the inside of a courtroom as the former auto repair shop owner died in 2000.
