I will share my thoughts in a separate comment.

There is very little information about Patrick on the internet. I found the address I believe he lived at when he disappeared and it only has two recorded sales, one in 1982 and one in 2017.

The area his home is in is and was extremely safe. There are some nearby walking trails and parks, and of course Lake Washington, but the only area that stands out where a body could be missed is the Coal Creek Natural Area - a preserve/greenbelt that stretches through the Somerset neighborhood.

I've searched historic Washington State newspapers for multiple variants of Patrick's name and very little of interest comes up. Here's an article from the 10/12/2005 issue of the Seattle PI regarding his disappearance:

Also a marriage announcement on 2/12/1969, a divorce record from the 2/7/1978 issue of the Seattle Times:

Here's a slightly longer article from the 10/12/2005 issue of the Seattle Times:

Search under way for missing man

Bellevue police are trying to find a man who has been missing from his Somerset-area home since Oct. 2.

Missing is Patrick D. Hoogen, 60, who walked away from his home at about 3 p.m. that day and hasn't been seen since.
Hoogen has failing eyesight. His girlfriend and partner of 17 years also is looking for him, and King County Sheriff's Office search-and-rescue units have been brought in to help.
Hoogen is fond of walking local trails, and the search area has focused on community foot paths and greenbelts near the Somerset, Highland and Coal Creek areas.
Hoogen was wearing a pullover parka and a gray tweed golf cap when he left the house.
The investigation had focused on people or places he may have visited and financial transactions that may provide a clue to his whereabouts but is now becoming a search of areas close to his home.

No foul play is suspected. Anyone with information is asked to call 911.

He was mentioned in a 2016 news article from the Bellevue Reporter:

"There are currently 7 open or unsolved homicides and 10 long-term missing person cases in Bellevue dating back to 1949. They include the disappearances of [Julianne] Jaillet, Elizabeth Eisel, Steven Needham, Ruey-Ming Chen, Patrick Hoogen, Nancy Estrada, Eugene Wekesa, Mansoor Riaz, [Sky] Metalwala and Samson Mikailians..."
