On June 15 a Bellingham man found a pair of blue Jeans on a rock close to the water in Marine Park at the foot of Harris Avenue. A wallet in the jeans contained identification belonging swimmer He had been unemployed since 1987 when he was injured in a roofing accident He limped and suffered ongoing pain as a result and was sometimes despondent Bellingham Police Lt Don Miles said. No suicide note was found he said. The fact no other items of clothing were found by the pair of Jeans suggests Estabrook might have faked suicide and then left the area, Miles said Estabrook is white 5-foot-7 135 pounds with short brown hair and a light complexion He had lived in the Bellingham area and off since 1981 Investigators are studying tidal and current patterns near the park and might send divers down to look for a body Miles said Police are asking anyone with information about Estabrook including dentists who worked on his teeth to contact Detective Will Ziebell.

I can't find any mentions of his disappearance after this. It looks like he was declared dead (?) with the DOD being approx. when his pants were found but in Sacramento, California, and not Washington.
