There is a PDF file in the Images & Documents section of Namus. I don't want to post it here as it has the PM photo. Unlike the Namus text that says he may have fallen from a train or been walking in the track, this King County police document says he fell. It also says he may have been living in the Wenatchee area in the fall of 1988. There is also a map of where this UID was found

I would bet my arm that he was a migrant farm worker from the Wenatchee area, probably a single childless guy who may not have had the strongest contact with family members over the years and either no one to recognize his absence, or nobody thought it was out of the norm for him.
