DC Washington, D.C. Area - Hotel Serial Rapist, 1998 - 2006

Yesterday I wrote a post, saying the FBI would be making an announcement today about a cold-case hotel serial rapist. But the post was taken down because there were not yet any news reports about it.
The FBI held a press conference today, offering a $45,000 reward for information:

Thanks for posting. I hope someone recognizes the photo of the rapist and calls authorities. Good thing they used his DNA profile to create a physical likeness.

On May 1, 2018, the U.S. Attorney’s Office for the District of Columbia secured an indictment of the DNA profile of the unknown suspect on charges stemming from the two attacks that took place in Washington, D.C. This is the first time that the U.S. Attorney’s Office for the District of Columbia has ever indicted a John Doe DNA profile.

Also notice they're trying the new tactic of indicting the DNA profile of the rapist. I read about this kind of thing in a comment in the Golden State Killer thread. LE can use this kind of indictment against an unknown rapist and still prosecute after the statute of limitations has expired.
