Details of Disappearance:

On August 7th, 1998, officers and EMS responded to a structure fire at a multi-family residential apartment complex in the City of Eau Claire. The fire was quickly extinguished, and a search of the residence was completed. Robin's vehicle was located in the garage, but no one was at the residence. Robin was never located.

I wonder why it took so long to add him to NamUs.
It's not clear whether he could have gone missing in the fire itself, is it?

Sometimes unfortunately people are missed. But it seems perhaps not if the fire was "quickly extinguished."

So otherwise I see three possibilities:

1) He started the fire and left. But he didn't take his vehicle. So he would have needed a different method of transportation, and why would he start a fire but not leave in his own vehicle? But it's possible.
2) Something bad happened to him in the apartment and an unknown person removed him from the apartment, burning the apartment to try to destroy evidence.
3) Something bad happened to him at a different location and an unknown person used his keys to enter the apartment and set it on fire for some reason.

I wonder what his family and LE think happened.

Those pictures must be about ten years before he went missing, based on the styles and mullet. I can’t find a single thing on him.

Also I found no criminal or civil records, nothing significant in any of my newspaper accounts.
 
There was a NamUs update but we can't see what it was. I wanted to point out to people looking to match Native American remains in Wisconsin (I know of at least two sets) that Robin was part Native American, and we should consider him for those remains (unless someone knows DNA science better than I do and feels differently.)
 
Does anyone else notice that the two photos don’t look at all the same? Even for several years apart they’re way too different

We actually can order the file, since it's a police department case. Sheriffs files are harder to get.
