Looks like he was attacked or burned possibly.

Maybe burns due to exposure to extreme temperatures...

He was found in January. He didn’t burn to death in 60 or 70 something degree weather. It also looks too traumatic to be sunburns or extreme temperature burns. He looks like he had acid or something thrown at his face. Or like someone killed him and tried burning his body to hinder ID but only got his face. His tattoo is completely intact.

Both heat and cold burn skin. We don't know where he departed from nor when. These border crossing journeys can take months.
But I see what you mean. There's an odd-looking spot below the lower lip that has the appearance of an acid burn.

It’s interesting the state this man was found in. Burns can stop hair growth. I’m a burn victim myself, not in a big fire though, just a little accident I got in when I was two, where I didn’t realize that the oven was hot. I liked to play with the door and I stuck my hands in. Got second and third degree burns on 9 percent of my body. Not much of my body is burned. Just my arms and a bit of my chest. There’s big burnt spots on me where no hair grows. I zoomed in and noticed that he has a stubble. What could have happened to his face? I do suspect he’s a Mexican migrant as well.

doesn't the skin get loose and lax after death though - could it be just that effect?

It does but he has obvious trauma to his face.
I think you're mistaking decomposition for trauma. The discoloration and puffiness is from being in the water for a long amount of time.

Oh! There’s that too. It does end up looking like burns when that happens.
