Indiana inmates bought keys from jailer, raped and assaulted female prisoners in 'night of terror': lawsuits​


A group of female inmates is accusing an Indiana sheriff and corrections officer of enabling "a night of terror" in which male prisoners "purchased" jailhouse keys, broke into the women’s pods and, in a span of at least two hours, attacked more than two dozen victims.

In two separate federal lawsuits, a total of 28 women allege that David Lowe, a former Clark County corrections officer, sold jail keys to two male prisoners for $1,000. Those men and other inmates then allegedly entered the women’s side of the jail wearing masks made out of towels and blankets.

At least two of the victims were raped, according to the lawsuit, including one who suffered physical injuries at the time and contracted genital herpes. Others were groped, sexually assaulted and subjected to male prisoners exposing themselves.

"Amazingly, even though there were surveillance cameras positioned in locations that showed the male detainees accessing the women’s Pods, and even though the incident involved multiple male detainees and dozens of victims over an extended period of time, not a single jail officer on duty that night came to the aid of the Plaintiffs and the other victims." :mad::mad::mad:
 
I read this story the other day and was stunned. I am still trying to wrap my head around the sheer audacity of it all. Like how confident does one have to be that there will be zero interference or repercussions to this sort of abuse of power? Pretty flippin confident, which tells me there is a whole disgusting culture around this facility and those in charge.
 
CLARK COUNTY — Clark County Prosecutor Jeremy Mull said he isn’t in possession of evidence sufficient to charge anyone else with a crime in relation to the civil cases filed against Clark County officials, including Sheriff Jamey Noel.

“The Clark County Sheriff’s office did submit to me an investigative report in which they conducted a large number of interviews with inmates at the jail in the aftermath of the incident where the inmate accessed the key or keys,” Mull said. “In the aftermath of that the sheriff’s office conducted a number of interviews and conducted additional investigative actions. They did submit that report to me and I did review it. At the conclusion of my review I determined that I did not have sufficient evidence to charge anyone else with a crime in relation to anything that had occurred.”

MOO this did not occur in a vacuum. Others are responsible for this all the way up the chain JMO. the wagons have circled and Mr. Lowe, while a disgusting example of humanity, did not act alone. He is the scapegoat who will take the fall for the others complicit in this deplorable abuse of power.

(Jamey) Noel was arrested last week on 15 felony charges of theft, fraud, ghost employment and corruption.

One employee said Noel asked him to work extra hours, including on weekends. He expected Noel to pay him directly, but instead his checks came from the Utica Fire Department, where Noel is the chief of the Utica Volunteer Firefighters Association. Noel is also the chief and CEO of New Chapel Fire and EMS, which provides services across Clark and Floyd counties.

While serving search warrants at Noel's home, properties he owned and businesses he ran, investigators found and seized thousands of dollars in cash Noel had — $6,000 inside a vehicle and more than $50,000 in a dresser drawer.

Investigators also found 133 vehicles, seizing dozens of them, that were registered through the Utica Fire Department and New Chapel EMS, including a Charger Hellcat, Escalades and a Corvette Stingray.

Maples said following the discovery of the wiretap, employees self-reported about being forced to work on Noel's "personal projects" while on-duty. He also said he discovered that Noel allegedly "participated in an attempt to defraud the pension system."

 
This is the part that I don't get; surely someone saw that and thought it should be looked into?

Clark Co. was one of the jails that participated in A&E's 60 Days In. I watched that one. IIRC that was the one where one of the participants went into it thinking he wanted to go into law enforcement. However, after his stay, he decided he would rather go into some other line where he could advocate for the accused.

(Update 2/1/24): Indiana State Police confirmed that former Clark County Sheriff Jamey Noel’s wife, Misty, has been charged with five counts of theft over $50,000 (level 5 felony) and five counts of tax evasion (level 6 felony) following an investigation led by Indiana State Police Field Investigations.

Jamey also received the same charges. At this time of writing, the former sheriff remains out on bond.

Misty was criminally charged on Thursday, Feb. 1 in the Clark County Circuit Court and turned herself into the Clark County Detention Center before being transported to the Scott County Detention Center to be incarcerated.
