Has this woman been suggested before? She looks like the unidentified and she lived a similar lifestyle it appears and went by different aliases. She would have been 33 in 1991 though. The girl on the way to the Ellis Unit was never proven to be WCJD, so if it turns out WCJD is Yvette, then either she was putting on an accent, or it wasn't her who was seen at all.
