It's possible the perp could be someone who has done work on the house, as that's what happened in Elizabeth Smart's case. If it wasn't that, I think it's more likely that the perp saw she was in the front yard or walking down the street alone and saw her as an easy target.

That's what I think as well, as I think the parents probably taught all their children that the weapons are not toys, and that when doing archery, you only shoot when told it's safe to do so, and never to cross a line when the range is active and people are shooting.
