No, there isn't. From what I understand, the authorities in Louisiana cannot even find a record of this UID.

In his case, everything seems to match except his age (23 years old). Prior to leaving home, NamUs mentions that he wrote a note to his parents that said not to worry about him (this sounds consistent with the writer of the suicide note, IMO).

I don't think it's a dumb question at all! Unfortunately, in this case I doubt the answer provides a clue, though. This article says the sheet was tied at the neck in a slipknot.This may sound dumb but I'd like to know what kind of a knot the sheet was tied in. Certain knots are indicative of specific professions. Maybe it is a very common knot but it would be interesting to know.
That's not bad. Date works, note to parents sounds right. I don't know about the face. I think the physical feature that will help ID our guy is the mouth, i.e., slightly protruding front teeth, rather large (puffy) upper lip. I also tend to believe he really was a teen. Perhaps a little older than 16, but probably not past 20, maybe 21. JMO.Seems the best match with the circumstances that are known. Very little information about Cousins online.

I was so happy to finally put a face on this young man that I had to post the sketch immediately. I'll come back later with a link.
The sketch was published here in the Times Picayune on March 06, 1975. He was buried in Algiers in June, 1975. I think we might already have that information, though. Mothe Funeral Home handled the arrangements.

I know it's a lousy picture, but I do see a resemblance. If he were a year older, and his face was thinner. But you're right that the circumstances seem off. The other problem is the scar on Locklear's abdomen. There's no mention of a scar in BCJD's description.Gary Locklear went missing from Charleston, South Carolina September 6, 1974.
