Amber Alert expanded for abducted Alabama 3-year-old; 2 in custody
12:45 p.m. VIGIL PLANNED
Apostle Wanda Stephen, of Jesus Real Ministry Church in Birmingham, has arranged a vigil for Kamille. It will be held at 5:30 p.m. at the Tom Brown Village, where she was last seen. Family members tell CBS 42’s Michael Clark they plan to attend.

Search crews will be canvassing near Tom Brown Village as well as the area where the vehicle was found in Center Point Sunday night.

Gov. Kay Ivey on Monday issued the following statement regarding the active Amber Alert on missing 3-year-old, Kamille McKinney:

“I am staying engaged with law enforcement officials on both the state and local levels. While the search for Kamille and the investigation into the case are ongoing, it is imperative that we remain vigilant and report any information that may help law enforcement bring her home.

“In that light, we are in discussions with Jefferson County District Attorney Danny Carr to finalize plans for my Office to offer a $5,000 reward for any information leading to the arrest and conviction of the perpetrator(s) and the location of Kamille.
 
  • Kamille was with her mother, April Thomas, and other family members at the birthday party in a parking lot off 41st Place North.
  • Children attending the party said a black male got out of an SUV and put Kamille in the vehicle.
  • Birmingham police investigators have said from the start that they do not believe the abduction was the result of a custodial issue.

On Monday, Birmingham Police Chief Patrick Smith and Mayor Randall Woodfin held a press conference. Smith said the two detained are undergoing questioning. He also said investigators believe more people are in the kidnapping. The chief said they are expanding the Amber Alert to other states."

Family holds out hope for Kamille ‘Cupcake’ McKinney’s safe return
As so many people search for Kamille “Cupcake” McKinney, her family knows someone has information that can lead to her return.

“I miss my baby, I want her to come home,” said LS, Cupcake’s Grandmother. “That is all I want is for my baby to come home.”

For Cupcake’s family, words are hard to come by. It’s been almost 48 hours since the 3-year-old was reportedly kidnapped at a weekend birthday party at Tom Brown Village.

Flyers are going up around the Birmingham metro area as the Amber Alert expands to other states. For the time being, the family is leaning on their faith, thankful for prayers and full of hope that answers will come soon.

BPD Chief: Family searched for Kamille before calling for help

“As many families think that they can resolve their issue on their own, they think that they can do just a quick search of the neighborhood or area to find a missing person or missing child,” said Chief Smith during a news conference. “There was a little bit of a delay in getting the information to law enforcement so we can conduct a thorough grid search of the entire area before putting out an Amber Alert.”

It’s unclear how long the delay was.

Birmingham Police were first called to the Tom Brown Village Saturday night at 8:29. About three hours later, an Amber Alert was issued. Chief Smith said his officers worked as quickly as possible, searching the area, interviewing people and determining whether McKinney’s case met the criteria to issue an Amber Alert.

Heavy police presence in Center Point as search for Kamille McKinney continues
"Center Point, Ala — There is a heavy police presence in the area of Parkway Villa in Center Point. Birmingham Police confirm to ABC 33|40 that this is tied to the ongoing search for Kamille McKinney but could not provide any more details.

There are roads leading into the apartment complex that are blocked. ABC 33|40 crews have seen several K-9 units in the area.
 
"Several Birmingham pastors came together Monday night - in the exact spot where Kamille “Cupcake” McKinney was last seen – to pray for her safe return.

A couple dozen people, including Kamille’s father and his family, attended the vigil at Tom Brown Village. Police say the 3-year-old Kamille was abducted about 8:30 p.m. Saturday while attending a birthday party.

Jasmaine Deloach, who heads Angel Arms Operation Exploited and Missing Persons in Birmingham, pleaded with Kamille’s captors to release her. “She cannot tell on you. She cannot do anything to harm you, so if you have any heart please let her go,’’ Deloach said."

How to help (and not hinder) the search for Kamille McKinney

“Do not approach the child unless the child is alone and seems to be stranded. If the child is with an adult you don’t want to approach because you don’t know the mindset of the person with the child. It could be the wrong child, they [you] could be asking for trouble," said Jefferson.

Jefferson, a 24-year veteran of the Jacksonville Police Department, has experience investigating cases similar to Kamille’s. He said the community and family can help in the search by posting Kamille’s pictures in neighborhood’s and using social media to expand the search.

According to Jefferson, law enforcement manpower is limited, so the public’s help is needed when trying to solve cases.

Family joined by community for prayer vigil as search for Kamille McKinney intensifies

The prayer vigil was held in the same spot at Tom Brown Village where police say Kamille was kidnapped Saturday night.

Pastors from several area churches also attended. Pastor Avelyn Sanders-Swafford of St. James AME church in Avondale said the family was staying hopeful, Kamille would be returned home safe.

As the community continued to pray for Kamille’s safe return, they also formed search teams looking for her alongside law enforcement.
 
Birmingham attorney offers to represent 3-year-old’s abductor for $1

She might not even remember who you are, so if you have any heart, please let her go,” Deloach said. “She’s a little kid that barely probably can even say what color you are.”

“I do not want you to harm her,” Deloach said. “Don’t have any kind of hate in your heart to hurt that child. We’re asking and we’re begging and we’re pleading … bring this baby home.”

“I just want to thank everybody for being here. Just continue to pray for Cupcake’s safe return,” the little girl’s grandmother, Lekisha Simpson, said at Monday’s vigil. “To the public, to everybody, if you see say something, say something. If you know, don’t be afraid to say.”

Smith said Monday, “We will not end our command post or our search until we’ve found some resolution.”

Deloach said if the kidnapper does not want to call police, he or she can call the Angel Arms Operation missing persons group at 205-585-8076.

A private citizen has also offered an extra $1,000 reward. Chief Smith says he believes there are people sitting on the sideline who may have information that could help investigators.
