Samuel Pasillas was arrested and later booked into the Robert Presley Detention Center for solicitation for murder, conspiracy to commit murder, attempted murder, and assault with a deadly weapon. He is currently being held on one million dollars’ bail.

Juan Manuel Cebreros, 55-years-old of Long Beach, was arrested and later booked into the Robert Presley Detention Center for conspiracy to commit murder, attempted murder, and assault with a deadly weapon.

Last week, Riverside police arrested Pasillas and one of the alleged hit men, Juan Manuel Cebreros, 55, of Long Beach. Detectives are seeking another man, Jesus Abel Felix Garcia, but his whereabouts are currently unknown.

Eyewitness News visited the Victorville church where Pasillas claimed to be a pastor. The church was a house belonging to Pastor Rafael Porras, who said Pasillas was not a pastor but a volunteer. Porras said he had no comment about Pasillas' arrest.

Pasillas and Cebreros pleaded not guilty during a joint arraignment Monday at the Riverside Hall of Justice and are slated to appear for a felony settlement conference on March 26.

Each man is being held in lieu of $1 million bail at the Robert Presley Jail in Riverside.

I take it the boyfriend has not been identified?

Police say Pasillas met with the men he hired and allegedly provided them with information about the victim, including his location the night of the shooting.

“There’s nothing about this victim that would make anyone want to shoot him or have him shot. He’s a good, churchgoing young man,” Railsback said.

A motive for the shooting remains unclear, but Railsback says this may have been an extension of the pastor’s religious beliefs, “where he was overprotective of his daughter.”

Case info: On Saturday evening, October 21, 2023, Riverside Police Officers responded to a local hospital regarding a person who just arrived suffering from gunshot wounds from a shooting that occurred around 7pm in the Orangecrest neighborhood of Riverside. The male adult victim stated he was driving on Grove Community Drive approaching Plainview Street when another vehicle pulled up alongside him. Gunfire came from this other vehicle & he was struck several times. The victim drove himself to the hospital & was treated for his injuries & officers located evidence of a shooting on Grove Community Drive & Plainview Street. Detectives with our Robbery-Homicide Unit conducted follow-up investigation & were assisted by our Problem Oriented Policing Team & Crime Analysis Unit. They subsequently learned this was a murder-for-hire shooting. The victim had been dating a woman whose father is a pastor for a Spanish-speaking church in the city of Victorville. The father was identified as 47-year-old Samuel Pasillas of Victorville. During their investigation, detectives uncovered evidence the father met with the men he hired & provided them information about the victim, including his location the evening of the shooting. Detectives also determined these men were paid almost $40,000 by the father & had conducted surveillance on the victim in the weeks leading up to when they shot him. On Wednesday, 3/13/24 & with the assistance from our METRO Team, detectives served search warrants at homes in Victorville, Long Beach & Lynwood. Samuel Davalos Pasillas was arrested & later booked into the Robert Presley Detention Center for solicitation for murder, conspiracy to commit murder, attempted murder & assault with a deadly weapon. He is currently being held on one million dollars’ bail. Juan Manuel Cebreros, 55-years-old of Long Beach, was arrested & later booked into the Robert Presley Detention Center for conspiracy to commit murder, attempted murder & assault with a deadly weapon. He is also being held on one million dollars’ bail. Detectives are seeking another man, Jesus Abel Felix Garcia, but his whereabouts are currently unknown.

3/18/24 Update: Pasillas & Cebreros pleaded not guilty during a joint arraignment Monday at the Riverside Hall of Justice & bond was set for both at $1M & are slated to appear for a felony settlement conference on 3/26/24 @ 8:30am.

“The victim told police a car pulled up next to him at a stop sign, and gunfire erupted from it.

Police say one of the rounds struck the victim’s cell phone.

“So, he wasn’t able to call for help then. He did the next best thing and drove himself to the nearest hospital,” Railsback said.”

Holy crap. The victim is lucky to be alive. Hes got to have some significant PTSD from this.
