25 years now ive been searching for my half sister

Last seen my half sister Pem Michelle Briggs in Portland, Oregon. Our mothers name is Barbara Cecile Briggs, and our brothers name is Denman E. Wehrli. Pems last known whereabouts was in California. She left home when she was 16 yrs old, and we have never heard from her since. Her name on her birth cert. was Pem Michelle Yates, and she was born in Norfolk, Virginia, May 31,1963, her father was noy the man that signed her birth cert. but the father on her birth certificate name was J. Yates i believe, he in the service in Norfolk, Virginia at the time. Pems biological father was in California. She went to middle school in Post, Oregon under the name Pem M. Wehrli and in high school in Hood River, Oregon, and may have ended up in Goldendale, Washington trying to relocate us. I have been searching all these years, thru the internet, and Troy the locator even attempted to locate her without any luck. i have found five other family members in my search for my sister, including two half brothers that were adopted 50+ years ago...but not a trace of my sister has came up. if any of these names ring a bell, please contact me, i remember her, she loved me...and she is dearly missed.

One correction to Pem's sister's post. In case any of you are researching this, Pem's DOB was March 31, 1963 (Not May).

However, despite the similar-looking upper-front teeth, I don't see this Jane Doe as Pem. Their looks are too dissimilar.

The timeline doesn't make a lot of sense, but I'm not too confident that the listed date she went missing is correct. It's listed as June 5, but the "Circumstances" section says she vanished on June 9. If either or both of these dates are even slightly off, and she somehow made it to California, the pieces might fit together a little better.

The 2 photos were found in the stash of photos that Rodney Alcala had in his storage shed he had before he was arrested

They have been compared to post Mortem photos and it’s so close it’s crazy. She was found a week before Alcala killed Jill Parenteau in her Burbank apartment

I think Rancho could be this doe from Alcala's photos and the murder fits his MO and it happened a month before he was arrested for the last time:

Any thoughts on her being killed by Clark Perry Baldwin, who murdered Bitter Creek Betty and Sheridan Jane Doe? I bring this up because I remember that it is thought that Rancho Cucamonga Jane Doe may have been killed by an ice pick, and Baldwin drove a refrigerator truck and would have probably had access to an ice pick. I have also seen speculation that he killed Bitter Creek Betty by shoving an ice pick up her nose and breaking nose bones.

Baldwin was known to have travelled cross-country. I am unsure if he had any connections to California, but it seems he was being investigated for several crimes in western states, and I don't think it's out of the realm of possibility that he killed RCJD. I know RCJD died 10+ years before Bitter Creek Betty and Sheridan Jane Doe, but it's just a thought. I wouldn't be surprised if he had killed more Does than we thought.

(Sorry if I'm repeating a lot of stuff; I have been out of Doe news for quite a while due to schooling and life getting very busy and my memory is not the best!)

In the PM pics, you can tell she looks very young, definitely at the younger end of the age range IMO, like she would be in high school. I suspect she was a teenage runaway who was either not reported, or the report wasn't taken seriously. Reminds me of Michelle Garvey in particular for some reason.

I think your suggestion of Baldwin has merit. It's not likely Bitter Creek Betty was his first victim. Not sure about the blood though; blunt force trauma can cause a person to bleed from the ears like that. But it's a possibility, I would think.

Well, yes, but that was her point--that he could have started killing long before the cases he's known to be involved in.

One thing to note is that Baldwin was 18 in 1979 and out of California - so I don’t think it would be possible.
