Lengthy article with lots of good info. regarding a new missing persons unit..rbbm
Bobby Hristova · CBC News · Posted: Mar 05, 2024
"Hamilton police will be launching a new unit this year, dedicated to finding missing people.

The police service is allocating $142,444 to the creation of a Missing Persons Unit, which will have a coordinator, civilian support worker and two detective constables.

It is planned to launch in late spring.

Sgt. Kim Walker, the missing person coordinator, told CBC Hamilton part of what prompted the police service to create a unit was an increase in the number of missing person reports.

Data from the police service shows there were 1,281 missing person reports in 2022 and 1,566 in 2023.''
"In today's climate, the level of vulnerability has increased significantly," Walker said.

"You just have to look around and see, there are a lot of encampments out there and there are a lot of very vulnerable and marginalized folks who are just not in a good place."

Recommendations from the Gloria Epstein inquiry and Devon Freeman inquest also influenced the decision to create the Missing Person Unit.''

''Why you don't hear about every person reported missing

Charanpreet Singh, 25, was last seen on Dec. 14. His truck was found abandoned by the bridge. On Jan. 5, nearly a month after he went missing, police shared a media release about the case.
The police service said in an email it "established" he didn't walk away from the bridge and "confirmed" something dropped into the water, but it's unclear what that object was.
Police are also exploring the possibility he may have entered another vehicle.''

''A Level 1 risk assessment is given to someone who has at least one risk factor present.
Those risk factors include:
  • The suspicion of foul play or abduction
  • If the person is a woman
  • If the woman had or has a partner with a high risk of domestic violence
  • If the woman is missing from a shelter
  • If the woman was Indigenous
  • If the woman has been a victim of domestic violence or other circumstances placing her at risk
  • If the person is a child under the age of 12
  • If the person is an Indigenous youth 17 or under
  • If the person is a senior over 60-years-old
  • If the person is a vulnerable adult.
  • If the person is from a psychiatric facility.
  • If the person has a mental disorder or an emotional state that suggests they're a danger to themselves or others (including past suicide attempts).
  • If the person has a mental condition or physical or mental capacity that places them at risk of injury or death.
  • If the person has been reported for the first time and the circumstances are unexplained and there's a significant departure from their normal behaviour.
  • Any other circumstance that may indicate someone has been hurt or is dead.
A Level 2 risk assessment is given to someone without those risk factors. The risk assessment level someone receives can change as the investigation goes on, Walker said.''

Wait!!!! Riddle me this...what????

Coincidentally started a thread just the other day for these UID remains, dates off possibly, cross-posting fwiw..

He went missing on the 14th December, but his truck was found abandoned on the 5th January.

So where was he and his truck for 3 weeks?

No-one saw him or his truck at truck stops, or out on the road? The police need to make enquiries in the trucking industry and speak to drivers.

No license plate cameras or CCTV cameras picked his truck up in that time?

I think his truck was found on the 14th of December, but they didn’t release info about the video until the 5th of January.

If he jumped would his limbs separate from his trunk? Guess it would depend on height of bridge. Initially it had McArthur markings, (I still believe he had a partner in crime). I wonder what is happening in trucker community, and if LE has anyone on inside to get intel?

I have the same questions you do about this case.

Why did it take them 3 weeks to find his abandoned truck?

Did the police check dispatch/delivery logs, the vehicle for evidence of foul play, CCTV footage at gas stations, etc?

He was reported missing in December but it took the police three weeks to find it. I speculate that the truck was moved or stored somewhere which could explain why police had trouble locating it for 3 weeks. Speaking to drivers would be the first step in solving this case, especially the ones who worked with him closely.
