''Now, a significant development in the police investigation may help resolve the enduring mystery.

"Based off the research, the ethnic origin of the person is Cuban and they're most likely from the United States," the RNC's lead investigator on the case, Const. Greg Davis, told The Fifth Estate.

Two years ago, the RNC began using genetic genealogy — when DNA is used to do family tree research — to try to identify the man. But the matches with his relatives were too distant to make an identification. ''

''The genetic genealogy research did provide one significant break — she and John Doe are of Cuban heritage, Davis said.

The RNC believes that the man was killed sometime between 1994 and 1997 but won't disclose the cause of death, saying it may compromise their investigation. They did confirm that he is a victim of homicide.

"If you have a missing relative from the mid-1990s, please contact our investigators," Davis said.''
''The unknown man's teeth suggested that he lived in the southeastern U.S. between the ages of nine and 14. Based on the type of isotopes found in his hair, the RNC also believes he was in Newfoundland and Labrador about 13 months before he was killed in the province.''

''The RNC is offering a $50,000 reward for information leading to the man's identification.

The Fifth Estate is investigating the barriers to identifying unidentified human remains in Canada.

If you have any information about Conception Bay John Doe's identity, please call 416-205-6679 or write to us at ronna.syed@cbc.ca. ''

Circumstances of Discovery

On May 17, 2001, human remains were found in a wooded area off Minerals Road in Conception Bay South. Following the find, an extensive search was conducted of the area in an attempt to find additional body parts. None were found. A subsequent investigation determined the death was a homicide.

Using stable isotope analysis and carbon-14 bomb-pulse dating, the following was revealed about the decedent: he lived for extended periods in either southern Ontario or southern Quebec, and/or Atlantic Canada or northeastern United States. During the last 17 months of his life, he lived in multiple residences in some of those areas. He may have briefly visited Newfoundland 13 months prior to his death. He was probably born between 1955 and 1961 and he likely died between 1994 and 1997.

''Now police are looking for any help in the circumstances of his death. In particular, police are looking to speak with a woman named Joanne Bergeron who would be approximately 68. She was a travel agent in Cuba in the 1990s.
Police now know he travelled from Cuba to Montreal on a visa, but cannot yet link his travel to Newfoundland.

''Temistocle (Temy) Casas died of homicide. His remains were located in a wooded area off Minerals Road and in the years since, investigators have worked tirelessly to confirm his identity.

In August 2021, the RNC began working with Othram Inc. a private company specializing in genetic genealogy and forensics based in Texas. Othram successfully extracted a DNA profile from the remains and uploaded it to GEDmatch in January 2022. A match was made with a fourth cousin in October 2022 but the cousin was unable to provide information about the victim. Then in February 2024, a match was made with a first cousin who was able to connect investigators directly with immediate family members. DNA testing with a family member has confirmed the identity of Temistocle (Temy) Casas.''

"I beg anyone out there who is reading this story that if you know any information to contact us," said Davis.

"We are back to Square 1. In a normal [homicide], you know who the victim is from the start. We only learned his name 23 years later, so now I feel that in a lot of ways we're only now starting a homicide investigation, even though we put great effort into this file for over two decades."
