Three-year-old fraternal twins died in the pre-dawn hours of Friday morning after they were found unresponsive in a car on the I-95 northbound ramp to Florida’s Turnpike in the Golden Glades interchange, Miami-Dade police said.

Around 2 a.m., police received a 911 call from a passerby about an unresponsive child, followed by another call about a second unconscious child, police said.

“One person is performing CPR on one child,” a dispatcher told Miami-Dade Fire Rescue paramedics.

When officers arrived, the woman who had been driving the vehicle was out of the car and then she “went over the railing of the on-ramp,” landing on the railroad tracks, which run under the Golden Glades interchange, Det. Andre Martin, a police spokesman, told reporters near the scene.

“The mom jumped off the highway; she is on the train tracks,” a first responder told the dispatcher. “The woman who jumped is still alive,” another said moments later.


"That adult female went over the railing to the on-ramp onto the railroad tracks, which is a considerable distance," Martin said. "The adult female that was located, the action of her going over to the railing, that happened almost as soon as our officers arrived."

"Not just as a police officer, but as a father, any case, any incidents such as this one that results in the death of a child is very, very difficult. My prayers are with the family of these children. My prayers are with our investigators and officers having to deal with this in our community at large of Miami-Dade County," Martin said. "There should be no incident that results in the loss of a child, especially the ages of three and four years old. And we just really hope we can figure out exactly what happened here. And why something tragic, so tragic as this would happen."

The train tracks that run under the interchange were also impacted. Tri-Rail said riders could expect delays in that area. A bus bridge was set up to connect the two closest stations.

Martin said the person who called was not the driver, but a passerby in another vehicle
 
Officials haven't released the identities of the children and the woman but family members identified the woman as 42-year-old Shirlene N. Alcime and the children as Milinddjy and Milender.

Family said Alcime, the twins' mother, was in stable condition. Police said they believe she jumped in a suicide attempt.
 
I'm not sure if this is worded oddly or what. It says the Dad lived with them but he was repeatedly calling the Mom. Where did Mom & the twins go for a day and a half?

The twins' father Milson Cadet — who lives with the family but isn't married to Alcime — said he last saw his kid and their mother on Wednesday.

He called and called all day Thursday, but she didn't answer. Then on Friday morning, he called police because he was worried — and then he soon learned the news.

"For me, I don't really know what happened," Cadet said through a translator.

I will say, at this point, that it does look like suicide on the mother's side -- but -- why would she take the children with her? SMH. Such a tragedy.

Two young children have died after they were found unresponsive inside a car on Interstate 95 in Miami-Dade Friday morning in an incident that also left a woman critically injured, authorities said. The two children, a boy & a girl who were fraternal twins between the ages of three & four, were found after officers responded to a call for a medical emergency at I-95 northbound & the Florida's Turnpike extension around 2am, police said. As police arrived on the scene, they saw a woman, who was confirmed to be the driver of the vehicle with the two children left in the backseat, jump off the ramp onto the Tri-Rail tracks, MDPD Det. Shirlene Napoleon Alcime, 42, was arrested and booked into jail on Feb. 15 on two counts of child neglect causing great bodily harm, Miami-Dade Police officials said.

At an arraignment hearing Tuesday, she pleaded not guilty to the charges. It was also revealed that more charges could be possible, though prosecutors were waiting for toxicology reports to be completed before making a decision.
