Mother of 3 missing in Scott County

sheena+baxter.jpg

Sheena's sister, CC, says her sister was last seen outside the mobile home where CC lives. Sheena told her sister she was going to step outside and she never came back in.

"It was 7:30 Friday night. It was still kind of light out at that time. It wasn't completely dark," CC said. "Someone had to see something. I want more help. I know we need more help because we don't even have no clues."

CC says her sister was waiting on her boyfriend to pick her up that night, so when she didn't come back inside she wasn't surprised.

"When she went out we just assumed that maybe she did just leave with him right then and there," CC said. "He might have just came on by. And then you know, when he called and let us know he didn't and he wanted to know where she was we went outside and her bag and everything is still there."

CC filed a missing person report with the Scott County Sheriff's Department on Sunday.

"Sheena put an overnight bag in her car on Friday evening. She was supposed to be right back, but when she didn't return, her sister assumed that Sheena's boyfriend had picked her up. That is, until Saturday morning, when the boyfriend called to say that he, too, was looking for her.

Sheena's oldest daughter saw her mother [Sheena] gesture to someone on Friday night, when she went outside, but because Sheena said that she'd be right back, she didn't think anything of it."

Clothing items belonging to Ms. Baxter were provided to the organization to provide the scent to track for. This group is independent to our investigation and volunteered to help.

Again, all sheriff office resources are currently following several leads to locate her as well as create a timeline of her actions before and up to the point she went missing. Multiple agencies are working with us on this investigation.

Joseph Hicks, 53. (Scott Co. Detention Center)

[...]

Joseph Hicks was booked into the Scott County Detention Center Friday morning. He's charged with falsely reporting an incident, tampering with physical evidence, and criminal mischief.

Georgetown police say Hicks made up a story about being shot during an attempted robbery at the Georgetown Walmart on the night of Baxter's disappearance.

Investigators said they were able to determine Hicks was inside a semi-truck at Phoenix Trucking before the alleged shooting.

[...]

On Sunday, investigators said Hicks was seen on camera going back to Phoenix Trucking with cleaning supplies, "attempting to clean the potential evidence from the truck that the shooting occurred," according to his arrest citation.

Baxter's sister, Christa Crumley, told WKYT Hicks is Baxter's ex-boyfriend. Hicks has not been charged in connection with Baxter's disappearance.

Ex-boyfriend of missing Scott County mother arrested on unrelated charges

A tip in the Baxter case led police to Phoenix Trucking Thursday evening.

According to his arrest citation, Hicks' truck was seen leaving Phoenix Trucking roughly eight minutes before he arrived at Speedway where he called police to report being robbed and shot at Walmart.

Investigators said Hicks did have an apparent gunshot wound to his right wrist.

Police found a bullet hole in a truck. The bullet went through the driver's seat and the windshield.

According to court records, protection orders were filed for Baxter against Hicks on two separate occasions in 2018.

The first was an emergency protection order that went into effect on June 7 and was later canceled by Baxter on June 20. The second was a temporary protection order signed by a judge on August 21. The judge also ordered Hicks to surrender his firearm at that time.

Search warrant obtained reveals why police are focused on Ex-boyfriend of missing mom
  1. The charges against Hicks stem from the same date she went missing.
  2. A police report indicates that Hicks was found with a gunshot wound to the wrist and allegedly claimed he had been shot by a "large black male" during a robbery attempt at Walmart.
  3. LE reviewed surveillance video, talked with people at the store, and concluded that his vehicle wasn't seen in the area and no one reported hearing gunshots.
  4. LE later determined that Hicks was in a semi-truck at Phoenix Transportation in Georgetown prior to the shooting.
  5. They found damage from a bullet inside that truck and also observed Hicks on surveillance video two days later with cleaning supplies in alleged effort to cover up evidence.
  6. Sheriff Tony Hampton would not confirm if there was a definite connection to SB's disappearance, only that it was a tangible lead.
  7. The search warrant shows that SB’s cell phone ‘pinged’ to a location that was on Bourbon and Chambers Streets in Georgetown near the police station. It was inside Hicks’ car, which is being stored there.
  8. CC said today that her sister, SB, and Hicks had dated for about one year, but had broken it off about one year ago.
  9. According to court documents, Hicks was once charged with first degree strong-armed rape in 1998, a charge later amended to first-degree sex abuse in Hardin Co. Documents show a judge probated him for five years.
  10. In 2018, SB filed two separate protection orders against him claiming, "abuse, stalking and sexual abuse."
  11. In one of the orders from June, 7 2018, SB told the courts the two had dated for six and a half months. She reported, "he has always been over controlling he has struck me a couple of time."
  12. In the order she said, "I have to stay out of Scott County just to stay away from him, to keep him from trying anything."
  13. SB later requested both protection orders be dismissed, despite saying "I just don't know what to do anymore we have many calls and reports it's just getting worse and worse."
  14. Hicks criminal history includes previous convictions in multiple counties for offenses such as failing to comply as a registered sex offender, harassing communications and violation of Kentucky EPO/DVO.
