Mexico Mexico - Marc Menard, 44, Canadian missing in Nuevo Laredo, 14 March 2013

http://www.thestar.com/news/world/2..._mexico_has_family_searching_for_answers.html

"MEXICO CITY—After three months on a road trip through Mexico, Marc Ménard of Laval, Que., was ready to head back north in March. He spoke to friends and family from San Luis Potosi on March 12 and 13, and seemed excited to return.

When he got to the Laredo, Texas, border crossing on March 14, Mexican customs agents told him that his travel companion — a basset hound named Maya — could not leave Mexico without proper veterinary documentation, according to his family. This forced Ménard to return to the border town of Nuevo Laredo, known for its drug violence. He has not been seen or heard from since"

Thanks for posting this Tara. I often think about this case. Unfortunately people are not aware of the risks you take when you spend time in Mexico. Unfortunate for this man . I'll bet if they tried, that hound would track him somehow, somewhere.

"The communication with the authorities of Mexico is nightmarish," she said, adding that's why they need help. Menard's name appears with 6,100 others on the Mexican attorney general's website of missing people.

None of his friends believe Menard would voluntarily vanish.

"Absolutely not," said Deziel. "It's totally out of character. If he's still there, it's because he can't get out."

She tears up when asked about the kind of man Menard is.

"You meet him one time and you never forget this guy -- he never has anything bad to say about anything, he always sees the good in everything and that's why he ended up in this situation, always thinking that everybody is good," said Deziel.

"He's very generous, very genuine and loves his friends."

Not having answers has weighed heavily on Menard's family and friends.

"There are moments that are very difficult, but we have a good group-support system, we are the same people since the beginning and we talk to each other every single day and help each other through this," said Deziel.

"We keep in mind that what Marc is going through is far, far worse."

"There is no record of Menard ever making it across the border.

Maya was discovered in the outskirts of Nuevo Laredo and has since been returned to Quebec.

Menard’s vehicle, a white Pontiac van, was recovered.

But none of Menard’s personal possessions were found, including a laptop — his only link to home.

The French-speaking Menard was travelling without a cellphone and speaks only minimal English and Spanish.

Supporters say a handful of people involved in the sale of the vehicle have been charged, but the trail ends there.

“We know he was kidnapped, but for the rest, we’re unaware,” Jonathan Menard said in a telephone interview".

Unfortunately, it is doubtful that he was "kidnapped."
The area around Nuevo Laredo, Mexico has been on the US State Department's travel advisory lists since 2008. And the US side of the border is experiencing significant issues with crime as well.

Unless a ransom note has been sent to the family or photos, then it's almost a certainty that this person was not kidnapped. After all, kidnappers want to be paid and holding you without letting anyone know anything will prevent that from occurring.

Hopefully, the family has traveled to the US side of the border and put up a number of fliers as someone may have seen him. It might not be advisable to do this on the Mexico side as disappearances aren't look into too closely these days.

The family may find it to their advantage (if they can afford to) to perhaps rent a home in the area or stay in an RV park. That way they can check for themselves what is going on. Canadians can remain in the US for up to six months without a visa. And getting a visa for extended stay isn't too difficult.

Laredo , Texas is relatively cheap to stay in for short periods of time. And the people are mostly friendly, if you don't try to involve them in anything dealing with the narcos.

Wow this is incredibly scary. I feel for his family. Can't imagine trying to find someone missing in another country. Must be incredibly frustrating. Weird that his car was found but his belongings were gone. I guess it could have been looted before hand. Only speaking a little Spanish and English in a border town would be overwhelming to me.

"Meanwhile, his friends travelled to Mexico and say they were told the 46-year-old hiker is being held as a slave by the brutal Los Zetas gang.

Loved ones say Menard was intercepted by two men when he tried to cross into Mexico from Guatemala March 14.

"Our last communication with Marc was (when he was) 544 kilometres from Nuevo Laredo," his tearful friend and colleague Marie-Josee Tessier told QMI Agency.

"He told us he was on his way and he was eager to get home."

On Aug. 9, Tessier received a tip that Menard had been spotted in a shop in Nuevo Laredo, at the U.S. border southwest of San Antonio, Texas.

"We received a call from a Mexican lady who said she spoke to him," said Tessier. "She said that Marc seemed nervous, was being watched and couldn't speak."

"Mexico's government on Tuesday created an anti-kidnapping agency after abductions soared 20 percent last year despite President Enrique Pena Nieto's vow to reduce the crime.

The new department will answer to the country's interior ministry, where Pena Nieto has centered his anti-crime programs after his predecessor relied on police and the military.

Government data showed that reported kidnapping jumped to 1,695 cases last year compared with 1,407 in 2012 in an embarrassment for Pena Nieto, who said he would shift the government's focus from hunting drug lords to reducing kidnappings and extortion."

Bumping for Marc in light of the recent murder of Canadian photojournalist in Mexico.
