Searchers began their second day in the woods of Oswego County this morning looking for the remains of 1994 kidnapping victim Heidi Allen.

A group of five search and rescue team members, along with an Oswego County sheriff's deputy, were taking a break at 11 a.m. today along Bangall Road. A reporter asked the deputy how long the search would go on.

"As long as it takes us to find or not find what we're looking for," he said. At the sheriff's command post at the Parish fire department, deputies also said they didn't know how long the search would continue. They wouldn't comment further.

James "Thumper" Steen had just murdered his wife and cousin with shotgun blasts at close range when he called the father of one of the victims. "I told you it was gonna be bad," Steen said to Chuck Carr Sr. on Sept. 12, 2010. "Now it's all over with"...

While he serves a life sentence in prison for the double murders, Steen has been identified by witnesses as a possible suspect in the most infamous Oswego County crime in decades - the 1994 kidnapping and presumed killing of Heidi Allen — based partly on his own words. Over the past 1½ years, four people have given sworn statements saying Steen confessed to them he was involved in the kidnapping or the disposal of Allen's body or the van she was abducted in...

The Oswego County Sheriff's Office decided the accusations against Steen were false, Sheriff Reuel Todd said in July. But a lawyer for Gary Thibodeau, the man convicted of kidnapping Allen, has brought the case back to court, contending new evidence pointing to Steen and others should set Thibodeau free.

Two more cadaver dogs this week indicated that human remains were once in the area of a cabin where a man allegedly confessed to hiding 1994 kidnapping victim Heidi Allen's body.

Two dog handlers each brought a search dog to the site off Rice Road separately on Thursday and each dog lay down in the same spot -- indicating human remains were once there, according to court papers filed today by a lawyer for Gary Thibodeau.

The lawyer, Lisa Peebles, brought in the cadaver dogs and their handlers to look for evidence that could corroborate claims that someone other than Thibodeau kidnapped Allen in 1994 and hid her remains.

Acting Oswego County Court Judge Daniel King today scheduled a hearing for Jan. 12 to hear arguments over Thibodeau's request to overturn Thibodeau's kidnapping conviction.

A court hearing in the Heidi Allen kidnapping case could become a long-awaited showdown, with hostile witnesses forced to testify about the notorious 20-year-old crime.

Acting Oswego County Judge Daniel King recently scheduled the hearing for Jan. 12 over Gary Thibodeau's request to overturn his kidnapping conviction in the 1994 abduction of Allen. The event has the potential for high drama.

A key witness who's told different stories over the past two years, Jennifer Wescott, will probably be among those subpoenaed to testify, whether they want to or not.

This past summer, Gary Thibodeau’s attorneys filed a motion asking for his conviction to be overturned based on new witnesses and information that became available.

In court filings,Thibodeau’s attorneys say the new witnesses point to James Steen, Roger Breckenridge and another man as the people responsible for Allen’s death. Multiple witnesses said Steen had told them he killed Heidi Allen and disposed of her body. James Steen and Roger Breckenridge are on the proposed witness list submitted to Oswego County Court by Thibodeau’s attorney...

Steen said he believed Heidi Allen’s body had been in a load of crushed cars he transported to Canada. Steen told Oakes that Roger Breckenridge said Allen’s body was in with the crushed cars at some later point... Oakes also informed Thibodeau’s attorney this week that an ex-girlfriend of Roger Breckenridge told a sheriff’s deputy in 2011 that Breckenridge’s mother knew “who the real killer was” and where Allen’s body was located.

"She was always happy. She was joyful. Most of her friends will say, 'I miss her smile.' You know, she could encourage anybody," said Buske.

It's been nearly 21 years since Heidi disappeared from her job at a New Haven convenience store. Ever since, Buske and her family have worked to keep word of Heidi's case circulating...

Despite new steps in the investigation during the summer, Buske says she has no questions about Thibodeau's guilt and has complete faith in the sheriff's and DA's offices.

A third suspect identified by Gary Thibodeau's attorneys testified at his appeal hearing on Wednesday. Michael Bohrer said he was a regular customer at the D&W Convenience Store in 1994 and knew Heidi Allen, but did not know her name. "I was aware of who she was, she made my sandwiches."

Bohrer said he later began collecting materials about Allen's disappearance in a box. "At some point after Heidi Allen's abduction in 1994, did you become obsessed with the case?" asked Thibodeau attorney Lisa Peebles. "I wouldn't say obsessed, I would say outraged," said Bohrer...

Jen Wescott, whose contradictory statements have been at the center of the new Heidi Allen investigation, arrived at the Oswego County Courthouse around 10:30 Wednesday morning. Wescott was subpoenaed as a witness by Gary Thibodeau's attorney.

Judge Jack Brandt told the court that a woman referenced in testimony from Roger Breckenridge – Jennifer Wescott – had called the District Attorney’s office asking for a lawyer.

They told people in the court late in the morning that Wescott had been assigned an attorney. The defense says Wescott is Breckenridge’s ex-girlfriend.

On Wednesday, Breckenridge admitted that he asked someone to tell Wescott to “shut up” about Heidi Allen.

Bohrer's often peculiar testimony wrapped up today after two days in a hearing to determine whether Gary Thibodeau's kidnapping conviction should be overturned...

Bohrer was asked about his investigation of Thibodeau and his brother, Richard Thibodeau, who was acquitted of kidnapping Allen. Bohrer turned to Gary Thibodeau, seated 30 feet away in the courtroom. "I liked Richard," Bohrer said. "I didn't care for you, Gary."

Gary spoke up for the first time in the hearing: "I don't know you."

The prosecutor in the 1994 Heidi Allen kidnapping has suggested calling in the state Attorney General's conviction integrity unit to investigate the Oswego County Sheriff's Office's handling of the case.

A lawyer for Gary Thibodeau has subpoenaed Sheriff Reuel Todd to testify about the investigation over the past 21 years and its failure to disclose evidence that could be favorable to Thibodeau.

"There's been denials from the three new possible suspects in the 1994 Heidi Allen kidnapping: James Steen, Roger Breckenridge and Michael Bohrer.

But who will testify today at a hearing to determine if a judge will overturn the conviction of the only person convicted of the abduction and presumed slaying of Allen."

Syracuse Media Group report states a man believes he saw Allen's 1994 abduction. Bill Pierce said he was driving past the New Haven convenience store where Allen worked when he saw a man in a white van arguing with a woman outside.

In his statement, Pierce said he saw the man get out, punch the woman in the back of her head, and carry her unconscious into the van with the help of another man.

Pierce claimed he didn't come forward until last summer because he assumed investigators caught the right man, but when he saw a picture of James Steen, he said he realized that was the man he'd seen 20 years ago.

"EXCLUSIVE: Possible suspect in Heidi Allen kidnapping abducted a woman 13 years earlier"

http://www.syracuse.com/crime/index.ssf/2015/03/michael_bohrer_possible_suspect_in_1994_heidi_allen_kidnapping_abducted_a_woman.html

From the 1981 Milwaukee police report:

Bohrer was driving a vehicle at 2 a.m., following a woman he didn't know as she pulled into an apartment complex in Milwaukee Feb. 21, 1981. When she parked, he pulled in behind her and blocked her in.

He got out and asked the woman where a certain person lived. Then he said, "Oh, you're not the one."

Bohrer then put the victim in a chokehold from behind, with his forearm around her throat. He choked her with one arm and put his other hand over her mouth. He dragged her backward toward his vehicle. She started screaming and struggling.

Bohrer's brother, John Bohrer, was now in the driver's seat and reached across to the passenger side, grabbed her legs and tried to pull her inside. Michael Bohrer was trying to push her into the vehicle.

The woman kept screaming and struggling until she broke free and ran to her apartment. She saw the Bohrers' vehicle leave the parking lot.

The information they are releasing on other possible suspects in Heidi's disappearance is interesting but it doesn't seem like enough to launch a proper investigation. If he was involved, hopefully they will find the evidence they need to charge him.

Possible Heidi Allen kidnapping suspect fits FBI profile from 1994, lawyer contends

Clint Van Zandt, known for his work in the Unabomber and Oklahoma City bombing cases, wrote in a 1994 report that whoever kidnapped Allen from a New Haven convenience store likely would try to insert himself into the investigation.

Bohrer, 59, described himself as "Investigator A" in his writings on the Allen kidnapping. He collected witnesses' statements. He provided investigators with leads that went nowhere as early as three days after the crime and as late as two years ago.

At one point, Bohrer visited Allen's parents, he testified. They called the police.

Oswego County District Attorney Greg Oakes said last year there's no credible evidence that Bohrer or the two other new possible suspects kidnapped Allen. He declined Thursday to comment on Van Zandt's report.
