Cleveland Police and Fire Depts. were notified and the man was conveyed to Lutheran Medical Center where he was pronounced dead at 12:12 p.m. on 12-27-1974. The man had an additional condition: Probable diabetes mellitus with clycosuria and ketonuria.

Seems like a natural death, but why still not identified?
 
Sounds as though this gentleman was dressed to go out, not homeless or sleeping rough. The reference to him being unshaved - yes his moustache and sideburns needed a trim or some definition applied, but he doesn't look unkempt in any way, IMO.

Zero comparisons in Namus.

There are two potential theories about this case <Henry Louis Baltimore jr. missing>. Either someone abducted and murdered Henry to prevent him from testifying against Roy Davis or Henry left Michigan, changed his identity and assumed a different name. Henry’s case remains open. Then I came across Hubert A. Miller – The Charley Project, but his height is way off. He went missing from Cleveland, Ohio though. Nothing about diabetes.

Miller was last seen in Cleveland, Ohio on August 19, 1971. He has never been heard from again. Few details are available in his case.

Also I guess this person is/was already on LE's radar.
 
Ahh "glycosuria" not "cyclosuria"! I was confused - so sugar and ketones in the urine.

Perhaps he had the (seasonal) candy in his pocket for sugar lows and the sausage (maybe it was more like jerky?) for a quick source of protein. Poor guy. Family and neighbors had to have wondered what happened to him.
