I feel he could be hispanic, but even then no good matches with any missing persons.
This one really bugs me. A supposedly good photo/reconstruction, body recovered on the same day, it looks like he’s local… But nothing yet.

My sister-in-law's first husband died in similar circumstances. Walking home drunk on a cold night, tripped on the tracks, might have passed out there or might have meant to.
