The winter of 1994 in Philly was miserably cold, I experienced it firsthand. From The Daily Pennsylvanian (DP, UPenn's weekly student newspaper) on January 10, 1994:
[the story is formatted above unparagraphed, probably wasn't the same way in print]
An inch of ice is worse than 12 inches of snow. That's what KYW-TV weatherman David Rogers said about this weekend's ice storm that left thousands of Philadelphia residents without power and without transportation. "At least you can see snow and judge yourself," Rogers said Friday. "Ice can be deceiving." The storm – which also left the city under a beautiful glistening blanket of ice – closed Philadelphia public and parochial schools, prohibited mail delivery and severely restricted flights at Philadelphia International Airport.

A 2021 analysis by renowned Philly meteorologist Glenn "Hurricane" Schwartz, now retired:

What Is the Worst Ice Storm in Philly History?

Schwartz said the worst example of an ice storm to strike the Philadelphia region in recent decades occurred in 1994 when an inch of ice covered everything.

"You don’t want to ever see anything like that ever again," he said. "We’re far from predicting anything close to that."

That storm caused the most widespread power outage ever in southeastern Pennsylvania, according to the National Weather Service.

This was the setting in which Willie disappeared. I wonder if Willie's fingers got that way during that winter.
