Hungary further delays vote on Sweden, Finland joining NATO

''March 2, 2023 8:43AM EST

BUDAPEST, Hungary (AP) - Hungary has further delayed a vote on ratifying Sweden and Finland's NATO accession bids, according to an updated schedule published Thursday on the National Assembly's website, the latest in a series of postponements that have frustrated Western allies.

The delay, which pushes the vote back by two weeks to the parliamentary session beginning March 20, comes as Hungary remains the only NATO member country besides Turkey that hasn't yet approved the two Nordic countries' bids to join the Western military alliance.

Hungary's populist prime minister, Viktor Orban, has said that he is personally in favor of the two countries joining NATO, but alleged that the governments in Stockholm and Helsinki have “spread blatant lies” about Hungary which have raised questions among lawmakers in his party on whether to approve the bids.''

Amid renewed appeals to Western countries for fighter jets, Slovakia is considering giving Ukraine 10 of its 11 Soviet-made MiG-29 planes — with the 11th reserved for a Slovakian museum, according to Defense Minister Nad.

Ukrainian President Volodymyr Zelenskyy directly requested the planes from Slovakian Prime Minister Eduard Heger at a European Union summit in Brussels this month.

If Slovakia agrees, it will be the first NATO member to do so.

Kremlin forces have waged a bloody, monthslong offensive to take Bakhmut, a city of salt and gypsum mines in eastern Ukraine that has become a ghost town.

“Our military is obviously going to weigh all of the options. So far, they’ve held the city, but if need be, they will strategically pull back,” Alexander Rodnyansky, an economic adviser to Ukrainian President Volodymyr Zelenskyy, told CNN. “We’re not going to sacrifice all of our people just for nothing.”

German Chancellor Olaf Scholz on Thursday called on China to refrain from sending weapons to Russia and instead use its influence to press Moscow for the withdrawal of Russian troops from Ukraine.

“My message to Beijing is clear: use your influence in Moscow to press for the withdrawal of Russian troops, and do not supply weapons to the aggressor Russia,” Scholz said in a speech to German parliament.

U.S. officials said Blinken and Lavrov chatted for roughly 10 minutes on the sidelines of the G-20 conference of foreign ministers in New Delhi. But there was no sign of any progress and the conference itself ended with the grouping unable to reach consensus on the Ukraine war.

Still, with relations at perhaps their lowest point since the Cuban Missile Crisis during the Cold War, the mere fact that the two men met showed that, at least for the moment, lines of high-level communication between Washington and Moscow remains open.

The so-called Armored Vehicle Launched Bridge is a portable, 60-foot folding metal bridge that is carried on top of a tank body. Providing that system now could help Ukrainian troops as they launch the expected offensive, and make it easier for troops to cross rivers to get to Russian forces.

Including this latest package, the U.S. has now provided more than $32 billion in military aid to Ukraine. The vehicle bridges and ammunition in the package will be taken from Pentagon stocks through the presidential drawdown authority, so they will be able to be delivered quickly to the warfront.

The Justice Department says Buyanovsky and Robertson owned and operated KanRus Trading Co., which allegedly supplied aircraft electronics to Russian companies and provided repair services for equipment used in Russian-manufactured aircraft.

The indictment says that since 2020, they conspired to evade U.S. export laws by concealing and misstating the true end users and destinations of their exports and by shipping equipment through third-party countries.

Wagner boss calls on Zelenskiy to withdraw from ‘practically surrounded’ Bakhmut

Yevgeny Prigozhin, head of Russia’s mercenary Wagner group, has called on President Volodymyr Zelenskiy to order a withdrawal of Ukrainian troops from the besieged eastern city of Bakhmut.

Bakhmut is “practically surrounded” by Wagner fighters with only one route left for Ukrainian forces, Prigozhin said in a video published today.

Prigozhin, wearing a military uniform in a video posted on his social media channels, said:

Units of the private military company Wagner have practically surrounded Bakhmut. Only one road is left (open to Ukrainian forces) The pincers are getting tighter.
Prigozhin’s claims have not been independently verified. The video has been geolocated to the village of Paraskoviivka, 4.3 miles north of the centre of Bakhmut, Reuters reports. Prigozhin announced the capture of Paraskoviivka on 17 February.

The video then showed what looked like three captured Ukrainians – an older man and two young boys – who asked to be allowed to go home. They looked to be speaking under extreme stress.

Prigozhin added:

The [Ukrainian soldiers] are fighting, but their lives near Bakhmut are short – a day or two. Give them a chance to leave the city. The city is in fact surrounded.
The Wagner boss published another video yesterday claiming to show his fighters inside Bakhmut. The footage was geolocated to the east of Bakhmut, about 1.2 miles from the city centre.

Mandatory evacuation in place for vulnerable residents in eastern Ukrainian city due to Russian shelling

Ukrainian authorities have ordered a mandatory evacuation for vulnerable residents of the eastern city of Kupyansk, located in the Kharkiv region, due to "constant" Russian shelling.

"Evacuation of people with limited mobility, people with disabilities and children with their parents is underway," the Kupyansk city military administration said in a Facebook post Friday. "Unfortunately, due to constant shelling of the Kupyansk community" by Russian forces "there is major destruction of critical infrastructure."

The city administration said utilities "are operating as usual" and that online classes are being organized for students.

[...]

As of Thursday, there were 812 children and 724 people with disabilities, including 140 of low mobility, in the city, according to the regional military administration.

Russian forces occupied the city in the early days of the invasion but Ukraine was able to recapture it in September 2022.

Zelensky holds talks with Latvia's president and visits wounded soldiers in Lviv

Ukraine's President Volodymyr Zelensky said he met with the president of Latvia Friday on the sidelines of a conference in the western Ukrainian city of Lviv.

"The negotiations with the president of Latvia, who today, by the way, visited Ukraine for the third time during the full-scale war, went very well," Zelensky said in his nightly address.
"We also signed an important bilateral declaration with our Latvian counterpart. The declaration that enshrines justice at the political level. Latvia fundamentally supports the full integration of Ukraine into the European Union and NATO and will defend this position at all levels," he added.

He thanked Ukraine's allies and politicians who have helped the country "for understanding the price that the Ukrainian people pay for their freedom and that of all Europeans."

Money troubles. Russia could find itself with no money as soon as next year and needs foreign investment, outspoken Russian oligarch Oleg Deripaska said. Russia’s economic output shrank 2.1% last year, according to a preliminary estimate from the government. The contraction was more limited than many economists initially predicted. But cracks are starting to show — Russia is cutting oil production this month — and Western sanctions could escalate further.

Finland begins construction of barrier wall along border with Russia

Construction of the border comes months after Finland and Sweden abandoned their longstanding policy of military nonalignment and applied to join NATO in response to Russia's invasion of Ukraine. The Finnish parliament approved the country joining NATO in a vote on Wednesday, though Turkey and Hungary -- two of the 30 NATO countries -- still have to approve Sweden and Finland's entry.

"In the assessment of the Finnish Border Guard, the changed security environment has made it necessary to construct a barrier fence along part of the eastern border," the Finnish Border Guard wrote on a website dedicated to the barrier fence.
