Circumstances of Disappearance:
Brown has been missing from Spokane, Washington, since March of 1991. He failed to call on important holidays, as he always did before, even if he made a 'collect call'. He has never been heard from again.

Prior to his disappearance, Brown had considered signing up to fish in Alaska with the ship 'Trident' or with the Trident Fishing Fleet. He was also known to hitchhike from place to place. Few details are available regarding Brown's case and his whereabouts remain unknown.

I totally see the resemblance but the time seems to be off.

UP8903 was found in 1994 and was presumed to have died that same year. The PM photo (if it hasn't been retouched) seems to confirm this because he still looks fairly intact.

But Dale was last heard from in March 1991. Sure, he could've just been off the radar for three years, but this is inconsistent with his description, which states that he would always call on the important holidays. Did he just randomly decide to stop doing that for three years?

Also the location. Dale was last seen in Spokane, WA, with a presumed intent to go north to Alaska, but UP8903 was found in the completely opposite direction in El Cajon, California, close to the Mexican border.

However, the fact that they both have the same tattoo "Death before dishonor" on the same arm is kinda eerie. The other tattoos don't match unless Dale got new ones during those three years.

"Death before dishonor" is a military saying in the Marines and a fairly common tattoo for Marines to get. I'd be willing to bet both men had been in the Marines.
