Found online this pdf document by The Coalition Against Insurance Fraud, Inc., 2017 called Fraud in life and disability insurance. Although it’s from the United States, it outlines many different insurance fraud scenarios.

“Murder for life insurance. Unlike how this crime is portrayed in the movies, it is perhaps the most horrific aspect of insurance fraud. While victims typically are spouses and lovers, the greed for life insurance money increasingly has been a motive in the murders of children and business partners.
This type of fraud has a long history going back to previous centuries when there was little, if any, regulation of who could take out policies on whom.
Today, the typical cases that come to light mostly involve spouses murdering spouses. In a few notorious cases, men have intentionally married well-off women to kill them for large payouts. And in some cases, perpetrators have killed more than once. Death in such cases comes in a variety of ways — shooting, drowning, being pushed off a cliff, electrocution, etc.
Unless the perpetrator gets convicted or there’s other overwhelming evidence, insurers usually pay these claims.”

Fraudulent loans against life policies. This scam originated with dishonest insurance agents who had access to essential client information required to take out a loan against the policy. The agents would submit a change of address for policies they control and then request a loan.
This scam also is perpetrated by people who get access to stolen personal identity information and then phish insurers until they find an identity that has a life policy tied to the ID. They then will either take out a loan against the policy or surrender it for cash value.”

I may be way off base going down this track but then again, maybe not!

If Centrelink / the ATO / Immigration haven’t already swooped - (surely we would have heard?) - does this mean they won’t because all the name changes were legal? That the fault is in our systems, policies, procedures, etc? Making rigorous advocacy to elected members of parliament the only way to change things? (Which doesn’t help find Marion)
 
I'm hoping behind the scenes, his whole life is still being investigated, both by LE here, and in other countries.
Also that there are investigative journalists both here and overseas, trying to unravel his life and crimes.

What I don't think I'd like is for him to be deported, and possibly out of reach of justice here.

He needs to be here for when enough evidence of what he did to Marion comes to light.
 
Some question over whether she actually knew her name had been changed. When her new passport application (under Florabella) was witnessed by the dentist in Brisbane in May 1997 he couldn’t categorically confirm he actually saw her. He could only confirm she had been a patient in the last 3 years. He just signed off numerous requests like these. Could anyone have turned up and handed it in and collected it?
If it was someone else, a coincident that they happen to go to Marion owned dentist or majorly risky that they assumed he or reception didn’t know Marion by sight and turn up to get it signed. I would say neither are plausible IMO, I believe it was Marion, I don’t think anyone else would use someone who Marion knew, just get a JP to sign
 
I think on Audible it's $14.95 which is a lot better than $50. And they didn't include his aliases? That's pretty sloppy for journalists.
I’m might be saying something that’s already been mentioned as I am catching up with the latest posts but anyone wanting to read the book and not wanting to buy it, it is available at libraries. If your local library doesn’t have a copy, you can ask them to order it for you. I listened to the audiobook through BorrowBox.

" Knowing that AH could not have possibly been able to marry Marion in Lux or that she was even there- having found no evidence of, I am more convinced than ever before that something happened to Marion in the UK and while her passenger card may have arrived back into Australia, I don't think it was her that carried it in.

His admittance and that of Diane's, that he collects the passenger cards at the 'little stand' and fills out her arrival & departure cards for her - he would have no trouble what so ever getting anyone to prefill the details - especially someone smitten by the creep. Marion prefills the card but leaves the passport number blank for a custom officer to fill in??? Odd thing to do for Marion being a stickler for accuracy no doubt, having been a teacher for years. Left blank because at the time she didn't have access to it to get the number of her new passport, because he would have been holding onto it for her - just like he did for the others - a valuable commodity for a creep.

If she was in the UK in the hours before leading up to the flight home and the plane left Amsterdam not Luxembourg, no reason for her to write Luxembourg (resident) IF she had filled it out just hours prior to flying because she wasn't ever there, she was in the UK and what purpose would it serve her to do so? AH wasn't even with her and IF she had dropped everything to get back because she smelt a rat, all the more reason to fill in resident - Australia, if coming back for 8 days. WHY write home duties on the card if she was rushing back to a rat and filled it out just before the flight, she is a teacher and she didn't have a home, she had sold it and she was traveling through the UK.

Passenger card says she was coming in for 8 days and the passport never left Australia again. He had someone else come in on that passport, another victim from Europe or someone he knew IMO

The unfilled passport number and the big fat tick for married, was filled out just prior to the passport coming back in. IMO Marion had already prefilled most of the card and AH held onto them along with her passport. HOW could she get home without it. "

An argument can be made for Marion returning and Marion not returning from the UK in August 1997. I think of AKA’s chief MO: he abandons his victims and finds his own way back to Australia. To get her back with the new passport and unusual passenger card, just around the time she made that last phone call to Sally, I have to do a convoluted scenario where Marion discovers something troubling OR she is moved by romance. The only reason I hold back on saying she was murdered in the UK is because there is no evidence AKA ever murdered his other victims. No evidence that we know of. Otherwise I wonder about Maz and the Dutch dentist.

Yes that’s always had me wondering. There are no confirmed sightings of Marion back in Australia after that phone call to SL from the UK at the end of July 1997. The evidence that places Marion in Australia after July 1997 exists but I don’t think it’s enough to be 100% sure that it was Marion travelling on that passport, making the bank withdrawals, using her Medicare card etc. Also, there doesn’t seem to be sufficient explanation for her being able to get from the UK to Brisbane on the morning of 2 Aug in such a short space of time. Let’s hope SL & JC are able to unearth a few more clues in the UK/Netherlands/Belgium/Luxembourg when they retrace Marion’s steps this year, now that they have the Death Cert.
