As I recall, the prosecution has consistently said they have turned over all the discovery items they have in their possession. Some of the items they want are only obtainable from the FBI, who are not obligated to give what has been requested.

The burden of proof is lower in a civil trial, but isn't almost everything they would need to go to trial under seal? I don't think a civil could or would break that seal and potentially screw up the criminal case in order to hear a civil case.

Holding back evidence really does make sense, otherwise the prosecution released could pollute the jury pool themselves. Plus, certain things lose their impact with repetition. Ideally, IMO, the evidence should nearly all be fresh information to the jury.
