The local police don't work the interstate and when DPS finds a broken down car, they sticker it and move along. I believe they won't tow it for 48 hours. That's a huge chunk of time.

I tried to put the dot just west from the end of the ramp from Old Kilgore to I-20. I'm not certain how it's measured, but a straight line of 500 yards from 2087 or Old Kilgore Highway (thanks Google Earth) would put the car around ~85 yards past the end of the median of the on-ramp / I-20.
You have researched and found how far away from the interstate Kim's neighborhood is, right? This wouldn't be some smash and grab as you're describing.
Also, don't make the mistake of assuming you know what I think because you clearly don't.
