Knowing the area, Dog Valley Rd toward Verdi was the 1st thing I thought of as the only way out of the area without going on any major road.... pretty much all fire road.
If one were up to something nefarious at Prosser, Boca, or Stampede lakes, that would be the track they would take to avoid...

Navigating a dirt road like that, above a body of water, in the middle of the night, after drinking, seems quite a bit riskier than potentially driving into Prosser Lake.
It looks there is some water very close to Cold Stream Rd that she would have to navigate passed to get to her house. That area should be checked also.
One thing about roads in this area also, there is a ton of wildlife at night. Experienced drivers are on the lookout and going slower specifically because of that.... a deer / fox / bear suddenly appearing in the road has caused many to swerve / crash at night on these roads.

Yes, service at Prosser lake is generally strong. It is farther North and West that it is spotty. I'm not sure if she lives at the Lodge area that her parents operate, but I would think signal would be good the entire way from Prosser to the Lodge.

There is a lot of shoreline at Prosser Lake that is vehicle accessible, it would be easy to drive into water. People back up right to the edge during the day and bbq / fish / kayak etc.
