In the video showing the gunman crawing up the incline of the roof, you can see police officers in the video running around the building trying to get a view of him but the view is blocked by the roof itself.

I suspect he stashed the rifle hours before the actual event either in the spruce or threw it up onto the roof hours before the event started.
I can't imagine he would have been allowed to park in the back where he could leave leave the rifle in his car before it was needed.
If the shooter was seen on the roof for 114 seconds and if you look at the FBI snipers once the shots are fired, they are already aiming at that roof so it does look like word was given to the snipers but they were just a few seconds late to taking him out.

From what I read the time between him initially being seen, reported and then shooting was maybe only 2 minutes.
The shooter did not need much time to set up, the magazine in his rifle ready to go and just needed to laydown and get his target in his scope sight glass.

The perpetrator had LOTS of time. If you look at the Hughes video timeline from the PCA, wasn't there like 75 to 90 minutes between the BG video abduction and when BG was again seen out on the road heading towards the Harvester.
And likely the video of the girls will prove that there was not another person behind them (as someone might suggest as a defense). Therefore the "gun" comment from the girls is talking about BG and BG alone.
