Yeah, I think you're right. The more I look at it, the less it looks like her. As for the year, the caption on the original photo on their website says it's "about 1971" so I figured there was a little wiggle room on the date.
This poor child's life reads like a Russian novel. I've just spent the past several hours going through both threads and I can't even begin to fathom what must've been going on in her headspace after she bolted from Synanon.
One thing I did notice is that there's a photo on the Synanon Museum...

Came here to post it, but you'd already beat me to it. Another news report said that there were shorts and boxers nearby, so I'm thinking UID is a male. There are two missing males from nearby (I think...didn't spend too much time searching). Just my hunch, though.
Is Kacie Peterson missing again? NamUs has a new entry for her that was posted yesterday stating that she was reported missing in November 2013. I googled, but all the news reports I could find were from 2009 when she was missing previously.
