There are certainly a number of similarities there but the ears don't match, if you are saying they are related however, I think it could be a good chance.

As for the faked document, why not? It's far away enough for most people not to bother calling and if they do then worst thing is that you won't get the job.
The foster thing is a possibility but why go to such extreme lengths? There has to be more.
The fact that she didn't leave a note explaining exactly who she was makes me think that she was scared of someone, but it doesn't sound as though she seemed paranoid (before her break down at least). SO...
The drawing intrigues me. My guess is whoever wrote the note (whether it is to Doe or someone else) used this drawing or similar ones at the end of every note they wrote. Someone should be able to recognise it, but it's unlikely those people will ever see it.

I get the feeling she passed high school under her real name. Bad spelling and mixed grades aren't really an indicator of poor education. We all have different strengths and weaknesses.

Could 402 be a road or an exit? Perhaps months is another thought entirely from 402 but taken down on the same phone call? I've done stuff like that before and had to explain what I meant to my wife as the notes didn't make sense but looked like they belonged together. Just a thought.
