Whether it was a planned killing or a rage induced spree, either way stabbing a person who is moving, possibly trying to fight for their life, in darkness would be a lot harder than someone could plan for.

The NSW Government has been very active in posting rewards lately. It's a good thing in reigniting publicity in cases even though rewards are not so successful in solving cases.
Reading between lines here and adding a bit of supposition, it seems there's a reasonable circumstantial case but they're waiting, or looking, for something more definitive in the way of confession to pin it all together. IMHO.
