I understand the difference. What I am saying is they very well could have dna, hair, etc, just no match as of yet. When (if) they ever get a match, that would be direct evidence. I very well could be wrong (I have been once or maybe twice before ;)) but if I had to bet, I would guess they do...

Also, when used Tasers eject hundreds of confetti like pieces of small paper, identifying the taser. So almost certainly no taser used, and if one was, LE can trace very easily.
No need to advertise an award, if they already know who is guilty. Take it for what its worth, but my guess is LE knows who the perp is....just still gathering evidence until an arrest is made.
