I'm assuming they mean they cannot be certain he didn't leave at all. Until all the buildings in the HS have been searched every nook and cranny and forensically too - he could still be there. Held hostage or hiding or underground or something.

The tricky thing here is we are all going on facts that we have been told. I'm guessing the family and friends of C know a lot more than they are telling us. Which makes it difficult to speculate or to look at probability based on the facts because we don't hold all of them. I thought this...
