Perhaps he had to rely on texting because it is silent. (I've heard that some areas are instituting a way to text 911, but I don't know if that was available to them.) JMO

If it's an iPhone, it would be a SIM card. But you wouldn't need it to access the info IF it is being synced via the cloud.
