The woman on the right in #54 looks like #15.
In addition to some duplicates that we have noticed, the police have probably mixed in some random pictures of women who are not linked to the serial killer's cases. They often do that to help separate bad tips from good.

I was just looking at the Doe Network, and wondering the same thing about Valarie Cuccia and The Lady in the Dunes. But I'm sure they had a good reason to rule out that match.
