What I don't understand about cell phones in prison is that geo fence technology exist so even if they did get a phone in it could be rendered useless if the prison set up a geo fence. LE could still use cell but they would need to use a password to get around the geo fence

Shouldn't they be able to tell everywhere the vehicle had been between abduction and apprehension based on vehicle built in tracking ? Same with where he personally had been based on his cell as long as it was not turned off? Retrace the path and if she can't be found in any of those locations...
